Nielsen 2018 Local Impact Data


Why is there Impact data?

Per Nielsen: “As previously announced, Nielsen is transforming Local Media Measurement with the Local Panel inclusion of Portable People Meter (PPM) and Return Path Data (RPD) and enhancements to our Local TV Viewer Assignment (VA) methodology. Over the coming months, Nielsen will make Impact Data available for the purpose of understanding the effects of the upcoming Local TV Measurement Transformation on ratings estimates.” 

Will Strata software be able to handle these changes?

Yes. Strata is already capable of processing, delivering, and supporting local market data for every month, all three streams Live+SD, Live+3, Live+7, for all 210 markets.

Nielsen has also announced plans to make a new Live+1 data stream available for all markets (defined as viewing live+27 hours); this will be available starting with the July 2018 measurement period for monthly surveys (i.e. Local Monthlies) and available in the September 2018 measurement period for the overnights data (i.e. Local Dailies). This new data stream is already supported for monthly surveys. Updates are being made to handle the overnights data and will be released during the summer of 2018.

How to get Impact Data?

The Local Monthlies, i.e. monthly surveys, the data can be requested via Data Services or the Data Requests portal on Gatherer. Data will be delivered to a NielsenRatingsImpact directory.

How will the data appear in VIEW?

The data will be installed under the service “Nielsen Parallel” so that it can be installed concurrently with currency data.

Can the Impact data be combined with the non-Impact data?

We are planning to make an update in VIEW to allow projections between Nielsen Parallel surveys and Nielsen surveys that have a later period. So, for example, you’ll be able to project using Feb18 Nielsen Parallel and Nov18 Nielsen but you will not be able to project using Feb18 Nielsen Parallel and Nov17 Nielsen. The VIEW release is scheduled for beginning of July 2018.

Are there going to be any restrictions on where or how this data can be used?

There are no restrictions in Strata software when using Impact data. However, Nielsen does have permissible use restrictions for the data. Clients should follow Nielsen’s Permissible Use guidelines when using this data.

What are the approximate timetables for when the data will be available?

Below are approximate time frames for the release of Impact data as communicated by Nielsen. Refer to attached “Market List by Measurement.xls” to determine which markets fall into each category. (List  and dates updated as of Nielsen's Client Communication on 6/28/18)

LPM Markets:

  • October 2017 impact data delivered starting January 29, 2018
  • November 2017 impact data delivered starting March 5, 2018
  • January 2018 impact data delivered starting April 9, 2018
  • February 2018 impact data delivered starting May 7, 2018
  • March 2018 impact data delivered starting May 29, 2018
  • April 2018 impact data delivered starting June 26, 2018
 Set Meter With PPM:
  • Updated timeline TBD by Nielsen in mid-June 
 Set Meter (without PPM measurement) and Code Reader Markets:
  • February 2018 impact data are expected to be delivered July 2018
  • March 2018 impact data are expected to be delivered August 2018
  • May 2018 impact data are expected to be delivered August 2018
  • June 2018 impact data are expected to be delivered September 2018
Honolulu:
  • Honolulu February 2018 impact data delivered starting May 1, 2018
  • Honolulu March 2018 impact data delivered starting June 4, 2018
  • Additional impact data releases for Honolulu are planned for April through May 2018
Diary Markets Wave 1:
  • November 2017 impact data reissued starting June 20, 2018; impact data delivered starting April 11, 2018 should be disregarded; does not include viewing for Children 2-5 or Children 6-11
  • February 2018 impact data delivered starting June 7, 2018; does not include viewing for Children 2-5 or Children 6-11
  • March 2018 impact data delivered June 28, 2018; does not include viewing for Children 2-5 or Children 6-11
  • May 2018 impact data are expected to be delivered August 6, 2018

When will the impact data become “currency”?

The high-level plan for markets transitioning to new measurement methodologies is as follows:
  • Honolulu transforms to Code Reader in June 2018 measurement period
  • Remaining Diary markets transform to RPD+ methodology in July 2018 measurement period; 137 markets total, as Glendive and Juneau will no longer be measured
  • 25 LPM markets transform to LPM+PPM methodology in Sept 2018 measurement period
  • 19 of the current 31 Set Meter markets transform to  SM+PPM methodology in Sept 2018 measurement period
  • Remaining 12 of the current 31 Set Meter markets transform to SM+RPD methodology in 4Q18, exact measurement period TBD
  • 15 Code Reader markets transform to CR+RPD methodology in 4Q18, exact measurement period TBD
Additional details are listed below by time period.

Starting with the June 2018 measurement period:

  • Honolulu transforms to “Code Reader” methodology. It will have data every month thereafter, for all 3 streams: Live+SD, Live+3, Live+7.

    Starting with the July 2018 measurement period:

    • Glendive and Juneau will no longer be measured.
    • All the remaining existing Diary markets (137 markets) transform to “RPD+” methodology. Data will be available for every month thereafter, for all 3 streams: Live+SD, Live+3, Live+7. There will be no Wired Cable reported for these markets (i.e. no CDMA). There will be 4Wk Cumes available for these markets as well, which wasn’t available before.
    • There will no longer be a Working Women demographic for any market, in Local Dailies and Local Monthlies.
    • The monthly data delivery will be slightly adjusted since they now have to collect program names and other data for all of the US before they can report any Station Totals data for any market. Here’s what will happen after the measurement period ends:
      • There will be a DMA ONLY data release for all the metered markets (that’s 71 markets encompassing the LPM, Set Meter, and Code Reader methodologies). This is what is currently called “LPM Preview”, but Nielsen clarified that it’s not really a preview/prelim data, it is the DMA data, so they are calling it a DMA Data Release going forward and will make it available for all 71 meter markets.
      • Then there will be a release for all the 137 RPD+ markets, which will have DMA and Station Totals.
      • Then there will be a re-release for the meter markets, for DMA and Station Totals together.
    • A new Live+1 data stream will be added for all markets (defined as viewing live+27 hours)
    • The Live data stream will no longer be available in the LPM markets, in Local Monthlies only (i.e. survey files)
    • A new Live+1 data stream will be available for the LPM+PPM Impact data in Local Dailies (i.e. overnights/STORM)
    • Working Women demo will no longer be reported.

     Starting with the September 2018 measurement period:

    • The 25 LPM markets transform to LPM+PPM methodology.
    • 19 of the current 31 Set Meter markets transform to  SM+PPM methodology.
    • A new Live+1 data stream will be added for all markets (defined as viewing live +27 hours) and the Live data stream will no longer be available in the LPM markets, in Local Dailies (i.e. overnights). Live+1 stream will be delivered at the same time as Live+3. NOTE: We will likely require a new STORM Process for downloading the Live+1 data stream and possibly an update to the STORM database.
    • Local Dailies data delivery for LPM+PPM and SM+PPM methodology markets will be slightly delayed from what they are currently:4-5 hours for Prelim data and 1-3 hours for Final data

     Later in 4Q18, exact measurement period TBD:

    • Remaining 12 of the current 31 Set Meter markets transform to SM+RPD methodology. Local Dailies for these markets will have some data delivery changes TBD.
    • 15 Code Reader markets transform to CR+RPD methodology.
