Nielsen 2019 Local Impact data


Nielsen announced that they are implementing substantial improvements to their measurement methodology going live October 2019. Nielsen will include PPM measurement in 44 markets (all  25 of the current LPM markets and 19 Set Meter markets). They will also enhance their metered measurement with Return-Path Data (RPD) and National People Meters (NPM) in 12 Set Meter and 15 Code Reader markets. 

When thinking about the data, it is helpful to think of it as "Current/Old Methodology" vs "New Methodology". The impact data (i.e. what is labeled as "Nielsen Parallel" in VIEW) is Nielsen's way of making the new methodology available for past time periods, for use in projecting forward with the same methodology that will be available starting in October 2019. The timelines below show where the data overlaps.

Here's what you need to know:
  • On August 13, 2019, Nielsen sent a Client Notification about the coming change to the currency data starting with the October 2019 measurement period. The notification primarily introduces the methodology enhancements by type and states that beginning with buys placed for Thursday, October 3 and forward, impact data can be used to create estimates. It also states that the impact data should not be used for posting buys that run prior to October 2019. That is, posting for a given date range should be done on the data that is considered "currency" for the date range.
  • The announcement also included a link for a Nielsen Advisory with new Permissible Uses and Best Practice Guidelines. The main message of the new Permissible Use states that ONLY the new methodology should be used for estimating buys for October 2019 going forward and that the new methodology Shares should not be combined with the old methodology HUTs for projecting future periods. 
  • Because of these changes to Nielsen's Permissible Use, the impact data will automatically be distributed to all clients cleared for the markets and periods where the data exists. Data will be delivered going backwards one month at a time starting on Friday, September 13th. Any new impact data received after this time will be distributed automatically. Any requests for data for these months will have the impact data placed automatically as well as the current/old methodology.
  • Nielsen's Best Practices states that "Now is the time to review all buys that were placed with the current currency data for Q4 2019 and Q1 2020 and rerate those buys using the impact data with the new methodology." They also indicate that there are index reports available to help discern which dayparts should get extra attention in the rerating process. 
  • Impact data is available for the following periods by measurement type. Attached is a complete market list updated with the new measurement types.
